The Gypsy/Traveller and Roma Pledge Audit Tool
Using the audit tool
- The audit and action planning tool is for schools and settings doing whole school work to create welcoming and inclusive environments for Gypsy/Traveller and Roma and releated work to tackle bullying of Gypsy, Roma and Traveller pupils. It supports schools to plan and monitor effective strategies.
- Once you have completed your baseline audit you will be able to see where your school or setting is effective and also what you might need to work on to improve education outcomes and experiences. You can then develop an action plan to support you to take the work forward. We recommend repeating this each year.
- The information and recommendations in this tool are based on STEP research with members of the Gypsy/Traveller community in Scotland. Schools are able to adapt the tool and create their own indicators.

This audit tool has been adapted from the Anti-bullying Alliance audit tool.
Select the ‘School audit’ sheet and you will see a number of indicators that contribute to effective Gypsy/Traveller and Roma education practices. In column B, select if your school has ‘Fully met, ‘Partially met’ or ‘Not yet met’ the indicator. Once you have completed this, use column C to select whether to add each indicator to your action plan as a goal for your school or setting to work towards. If you select ‘Yes’ from the drop-down list in this column, the entry will automatically be added to the ‘Action Plan’ sheet.
Select the ‘Action Plan’ sheet. You will see that the indicators you have chosen to work on have appeared automatically in the pink boxes. You can then outline your actions under each indicator to achieve the goal, who is going to implement the action, and what the timeframe is for making the change. Share this with colleagues across the school and implement your action plan, indicating whether you have completed the actions in column D.
We have loads of tools and resources to help you achieve your action plan, here: https://www.step.education.ed.ac.uk/
Once your action plan is complete (i.e. you have selected an answer in column D for each action), go back to the ‘School audit’ sheet and assess the indicators again using column D, ‘Second audit’ and select if you have ‘Fully met, ‘Partially met’ or ‘Not yet met’ each indicator.
Select the ‘Progress Tracker’ sheet to see a visual representation of your audit and a summary of the progress made on your action plan. You will see how your final audit compares against your first audit. You can also access this at any time during the process to check on progress.
Please send your audit tool via email to step@ed.ac.uk – there is a certificate available to those who have fully completed the audit tool. This helps us to understand where we need to provide more support.
